GTA 6's weather system
In Game Informer's September 29 reporting, Rockstar describes moving cloudscapes, localized rainfall and wet surfaces that persist after a shower. Rainbows may appear under suitable lighting.
A dry part of Leonida can have a storm visible in the distance. That makes local conditions meaningful to the world's presentation, rather than requiring the entire map to show identical weather.
Hurricanes and tropical storms
The interview report confirms both. It does not establish their frequency or their effects on the story and gameplay.
That distinction matters when reading clips and theories. A dramatic storm image is not evidence of destructible buildings, cancelled missions, altered driving statistics or a weather-control option.

Frequently asked questions
Is a Tropical Storm mission confirmed?
The weather interview does not establish a mission with that name. A weather feature is not a mission announcement.
